Because the carpet was the layer holding the least of it. In a house of that age the floor is usually softwood boards over a subfloor, and urine that soaked through the carpet and underlay went into the gaps between the boards and then into the subfloor underneath. Pulling the carpet removes what you can see and very little of what you can smell. Urine also crystallizes as it dries, so the salts sit there inert until a humid Cleveland July reactivates them, which is why people think it has come back when it never left. What we do first is work out how far down and how far sideways it went, because treating the top of a floor when the problem is two layers below it is the most common wasted spend we see on the west side.

It is worth understanding first. That seasonal pattern is the signature of humid air condensing on cool masonry rather than water getting in, and it is close to universal in older Cleveland basements between June and September. If the space is only humid, a dehumidifier that actually runs and treatment of the material already holding the smell will normally settle it. If water is genuinely getting in, through the wall, up through the slab, or from a sump that cannot keep up, then treatment on its own is money spent on a symptom and we will say so before quoting rather than after. Because by the time a room smells, the urine is almost never still in the carpet. It has gone through the backing, through the underlay and into the subfloor, and in an older house it will have found the gaps between the boards. That is the most common call we get, and it is not bad workmanship. Smoke residue is not on the surface, it is in it. Tar and nicotine condense out of warm air and work into plaster, drywall paper, timber, carpet backing and the inside of the ductwork, so a heavy clean and two coats buy you a few weeks and the first warm humid day brings it back through. Sealing does have a place, but only after the residue underneath has been dealt with and only on surfaces that genuinely cannot be treated. Doing it in the wrong order is the most expensive mistake we see, because the paint has to come off again before anyone can get at the problem.

They get confused constantly and the fix for one does nothing for the other. Mildew is earthy, steady, and worse when it is warm and damp. Sewer gas is sharper, often sulfurous, and it comes and goes. Before you call anyone, pour a jug of water down every drain nobody uses, a basement floor drain, a spare shower, a utility sink. Those traps dry out in a few weeks and then vent the drain line straight into the room, and that one job fixes a surprising number of these. If the smell survives that, you are usually looking at a failed toilet seal, a cracked vent stack or a septic issue, and those want a plumber before they want us.
